This is a very interesting question. Since an answer can’t really be quantitative, this is very subjective. I would argue that there is some momentum to get a climate bill passed, but perhaps not enough for it to be all that soon. Most politicians realize the immense threat that climate change poses, and agree that SOMETHING must be done, even if they don’t agree on what exactly that is. Given the complexity of the issue and the bill, momentum can and will be held back by politics. But I don’t think the momentum will be fully dissipated before we get a reasonable bill passed.
