It is definitely concentrated in certain spots. The mantle of the Earth is easily hot enough to melt – which would make it magma – but it does not because of the extreme pressure it is under keeping it in its solid state. Magma needs certain conditions like being within several kilometers of the Earth’s surface, a relatively low amount of pressure, and extreme temperatures to form.
