Is there just less holes in a low flow shower head?

No. The difference between low flow showerheads and regular ones is the flow rate. The showerhead moderates how many gallons of water per minute is pumped through the head to your shower. Many regular showerheads pump 2.5 gpm, but a low flow one can pump 1.5gpm with still a quality shower experience. Low flow showerheads not only save in water conservation, they also help decrease the energy it takes to heat the water. It’s an all around good deal.
