Is there evidence that congestion pricing works?

It seems to depend on the area where congestion pricing is implemented. In some areas, it does curb traffic during certain hours, but in many areas the same amount of traffic continues to clog an area despite congestion pricing. Many traffic experts and government officials will tout the amazing effect that it has on traffic, but the typical citizen does not see that it helps. It is also criticized for being unfair to those people who must use the roads during peak times to get to work or school, and to those who can’t afford to pay congestion pricing.
