Is there a climate that is easiest to have a net-zero-home?

A temperate climate… if it get’s too hot or too cold people always want to change their local environment by using climate control systems like heating and air conditioning. But if the temperature stays moderate, like it does in San Diego and San Clemente, CA then there is really no need to use energy to change the temperature inside a home.  (Especially when doing so affects the environment outside the home in a negative way!  It’s weird to think, but air conditions actually warm the earth [outdoors] more than they cool the earth [indoors])
