If you want to save water, I wouldn’t think of this as a function of when you shower but how long you shower for. To think of a period of the day as the “best time to shower” may make a person complacent enough to spend more time in there, thinking they are at the optimum bathing time. I’d go for speed, since volume of water would change. Time of day doesn’t really affect the amount of water you use.
