Is there anyway the climate bill can be passed and have cap and trade?

    The climate bill as it stands how has a cap and trade system for carbon emissions written into it. It did pass through the House of Reps earlier this summer, albeit by a narrow 7 vote margin, so it definitely has the potential to be passed by the Senate as well and be written into law. The Senate does have more Midwest industry and rural interests represented, however. The House, in comparison, is mainly controlled by urban center interests. Passing the climate bill will definitely have its challenges in the Senate, but I think the cap and trade system will likely stay on, seeing as its such a central part of the bill.
