Gasoline cannot explode by itself. It needs oxygen and an ignition. In most tanks, there is no oxygen, so the gasoline cannot explode. However, the risk occurs when a fuel tanker gets into an accident and the tank is ruptured near broken electric equipment and potentially fire from the accident.
