They could send out an army of workers to pick up trash, but I doubt if they can afford to do that. Something like a grass-roots campaign, by volunteers, encouraging/promoting such activity might have some effect.
Being a native Californian, our schools offered extra credit to students who participated in California Coastal Clean-up Day. This is an annual event and is California’s largest volunteer event coordinated across the state to mobilize all communities to clean-up and beautify beaches, lakes and waterways. It has proven to be very effective and in 2010 82,500 volunteers removed more than 1.2 million pounds of trash and recyclables from the beaches.
