I guess if we could import it from space or other planets, we could actually produce more. Also, we can combine hydrogen and oxygen in labs to produce, albeit a very small amount, of new water. For the most part, however, the water we have is the result of an ongoing process called the water cycle. Even desalination plants, don’t “produce” new water, just extract minerals from it. When people talk about things like “water shortages,” they really mean water “capturing” or “extraction issues,” as well as issues with transportation and availability.
It is theoretically possible to create water with hydrogen and oxygen atoms. However, this process also requires a spark of energy which can cause a deadly explosion since hydrogen is extremely flammable.
