There is no state that absolutely cannot have wind turbines, because the wind blows everywhere right? But there are several states that have limited potential to produce wind energy. These states include Alabama, Mississippi, Alabama, Missouri, and Michigan, to name a few. Below is a map from the US Dept. of Energy, which shows the potential for wind energy production by state.
