Is there any reason why all paper in the world can’t be 100% recycled?

Yes, unfortunately, every time paper is recycled the length of the fiber decreases, which decreases the strength and durability of the paper. At the most, paper can only be recycled 7 times — this is why many paper products only use partially recycled paper but still introduce virgin pulp into the product as well.
