Is there any reason that we should ever build another dam without it being hydroelectric?

Sometimes, small dams are needed to control the flow of a river or stream, and incorporating hydroelectric power would not be practical for such low pressures. Dams are used not only in large rivers, but also to protect shorelines, livestock, and beach settlements from large waves and rising sea levels.
