In 1994 the EPA (Environmental Protection Agency) launched the Coalbed Methane Outreach Program (CMOP). It is a voluntary program which means that coal mines aren’t legally obligated to participate, but if scroll down to the graph titled “Comparison of CMM that is emitted with CMM drainage that is recovered and utilized” on the provided link (http://www.epa.gov/cmop/accomplishments.html) you will see that a good majority of coal mines opt for the methane recovery program. You will also see that the program has increased methane recovery by 50% since its launch, and prevented the equivalent of 263 million metric tons of CO2 emissions.
