Is there always water in the air?

Yes.  Water is constantly in the air in the form of water vapor and it’s presence is known as humidity.  Even on the driest of days, relative humidity (a complicated concept) is still around 3% and moments where it drops below 3% are rare and brief.  This means there’s is always some presence of water in the air.
