Is food tested by the USDA more rigorously in schools or fast food chains?

According to the U.S. Department of Agriculture, products, particularly meat, are of higher quality in fast food chains.  Even the school meat is required to pass certain health regulations, such as in tests for diseases such as salmonella, so it is unlikely to make children sick.  However, due to the rise of the fast-food industry, demand for high-quality meat has become the norm.
