In a direct sense, the temperatures would have to be high enough to make a significant increase in vaporization of the fuel, and that is not likely to be the case. The increased vaporization would mean that those nearby would be more susceptible to inhaling the fuel vapors.
However, indirectly there may be a few issues. An increase in the ocean temperature may make the oil less viscous, which means it would spread easier and be more difficult to clean up. Additionally, higher ocean temperatures could spawn storms, which also would make clean up more difficult.
But in terms of direct health hazards, I don’t know of any significant increase in hazard based solely on temperature other than vaporization.
