Tar is not made from oil, but rather from wood and pine. However, the word tar is used for many things that are not actually tar, which is probably what led you to ask this question. Tar sands do not contain any tar, but are rather made up of a mixture of sand and/or rock and crude oil.
If you mean asphalt, then it IS oil. Low viscosity (dense, heavy) oil is what you’d call asphalt, or tar. Tar and asphalt are oil with the volatiles – gases, liquids – that make the oil flow, removed.
