California has a program in place to fund stem cell research. Some other states, including Connecticut, Florida, Illinois, Massachusetts, Missouri, New Hampshire, New York, Pennsylvania, Wisconsin, Washington, and Texas, have shown interest in providing state funding.
Other states, including Arkansas, Iowa, Kansas, Louisiana, Nebraska, North Dakota, South Dakota, and Virginia, have placed restrictions on or banned stem cell research.
Any research in which human embryos are destroyed is banned from federal funding under the Omnibus Appropriations Act of 2009. In 2005, the Stem Cell Therapeutic and Research Act was signed, which gave federal funding to research into stem cell therapy, umbilical cord blood and bone marrow treatment.
So I would say for most cases it’s probably state funded.
