For something like this, would designs that controlled runoff help the situation or is this just too big of a storm?

    Since there is no further explanation as to what “this” is i will answer your questions generically. There is always an element of design that effects how well a farm, house, town, or city deals with a big storm. There are ways to funnel the water flow in the proper direction so it destroys as little as possible as it flows. That beginning said, if a huge storm comes though that dumps more water that the drainage systems can handle, then there will be destruction. This especially true for dry regions when huge storms hit there is almost always flash flooding because the ground s so dry that it cannot quickly absorb the water.
