It depends on the type of soap. Most natural detergents/soaps contain ingredients that can easily be broken down at municipal treatment plants. Any soaps containing phosphates or chlorine can cause environmental damage. Check out the link for more information.
It is unclear what happens when manufactured soap enters waterways. Companies have made claims that it is not an irritant to flora and fauna, but the amount of chemicals in soap make it difficult to fully test how it will react in the wild. Also, it’s rare that, when soap does reach natural water, it is not carrying other chemicals with it. For example, if you’ve washed your car, the runoff might include all kinds of things from your car.
