Should we use the CIA or FBI to find people that are poaching animals?

There are organizations that are better equipped to deal with poaching. The North American Wildlife Enforcement Officers Association is a group of 8,000 Wildlife and Fisheries enforcement officers from across North America. The enforcement officers are in charge of a specific state, so they can assert better control over wildlife in a certain area than could the CIA or FBI. Federal law enforcement agencies have much more critical tasks within their responsibility, like national security.
