Should we compensate oil producing nations if we pass an aggressive climate bill in Copenhagen?

Should we compensate tobacco growers who are losing money because their product kills its consumers? Should we compensate the drug cartels who are losing money because of the war on drugs? Should be compensate the makers of DDT? When producers of harmful products are generally held responsible in part for profiting from what has resulted in harm to others. If we were to compensate oil producing nations wouldn’t we also be required to compensate oil companies as well?

Theoretically, considering their product has been found to be as harmful as it is wouldn’t it make more sense for these countries and companies to compensate the rest of the world for the harm they have created in the pursuit of profit?
