Should we build more desalination plants?

On the one hand, it would provide much more fresh drinking water to areas where it is not plentiful. Unfortunately, desalination is incredibly costly and has adverse environmental impacts such as CO2 emissions, marine animals being killed either by the effluent released by the plant or by being sucked into the intakes, and discharge from the plant disrupting the temperature balance of the surrounding water and and damaging marine habitats.
