In the end, they both feed into one another. Providing incentives as well regulating companies to reduce their emissions is an important way to help achieve a national reduction percentage. One helps or hinders the other so it’s sort of a chicken or egg question. Unless there is regulation that forces a company to change or a profit motive to want to make those changes, it will tough to get them to do so. The government can force change by regulation, which will be difficult because of lobbying interests, or the consumer can force change by spending their money in measures that help reduce emissions.
