Should the US government lend so much money to a foreign hybrid manufacturer?

I personally think they should because climate change effects the entire world. I hear the argument that we should focus on American industry but the American car companies haven’t stepped up to the plate as much as they should to develop hybrid automobiles. They will have to adapt or die off (providing the US government doesn’t end up controlling all of them) and we can’t afford to wait on more sophisticated hybrid technology. Depending on patents and licensing, other car companies will be able to benefit from hybrid technology even if it’s developed out of the country.
