Should public service buildings like fire houses and police stations be LEED certified?

Any new public service buildings that are constructed should be LEED certified in order to further conserve for the environment as well as set a good example for the community. People take pride in many facets of public service and that honor should be exemplified in all parts of their organization, including the building they work in or from.
