Yes, definitely. Especially in the hot summer months, compost can dry out if not regularly sprayed (not soaked, but definitely moistened) with a hose. Dried out compost is a very static ecosystem, where worms and bacterias can’t live and all materials are dried into kind of a preserved state. Regularly spraying the compost pile will keep the ecosystem alive and dynamic, capable of generating nutrient-rich compost.
The microscopic environment that turns materials into compost must have water to do its job. However, it shouldn’t be soggy.
