That depends mostly on how hot it is getting now. Heat is a byproduct of the composting process, and helps the microorganisms grow and stay active as they compost your garbage. In winter you run a serious risk of losing heat and therefore killing off your precious organisms… however, not every bacteria loves extreme heat. If you consider the fact that the one of the reasons you cook meat is to kill off bacteria, then you have to consider that you cna cook your compost pile, and kill the creatues inside.
So yes, some insulation might be good. Just don’t overdo it.
