Should grocery stores have mandatory recycling?

    Of course ideally it would be great for all businesses including grocery stores to have mandatory recycling programs.  Many grocery stores (i.e. Trader Joes, Whole Foods, Vons) do promote recycling in their stores by installing recycle bins and selling reusable cloth bags but it is difficult to require recycling because recycling generally costs more than putting waste into landfills.  Recycling has always been a municipal issue and it is difficult to select only one kind of business and impose mandatory requirements while other businesses are allowed to trash their waste.
