Should developed countries help developing countries make the switch to basic energy saving technology before going

When you consider that after the last ice age, there were about 20,000 people left in the world and they were all in Africa and that gradually these people spread all over the world.

It seems strange to me that, while the African people raced ahead with civilization and technology well before those in colder climates, as time moved on we overtook them.

And now they seem content to do little to help themselves and merely sit and wait for us to do everything for them.

For years their brightest people have come here to be educated and there are some very clever people out there, yet they do not go back and drag their people out of apathy. Why?
