It seems like good idea to tax companies who use excessive packaging in their products. How often have you bought a product packaged in about 10 layers of unnecessary plastic and paper where one would suffice? Obviously, in the interest of keeping foods fresh and uncontaminated, etc, some kind of packaging is needed for consumer goods, but where it’s unavoidable there are definitely alternatives to non-biodegradable petroleum products, such as corn-based plastics. The only real downside to this would be that changing their manufacturing infrastructure to cut costs and use different packaging would be costly and might result in a temporary increase in the cost of goods. I think a tax might make this a cost-effective switch for businesses who would not otherwise take the matter into consideration.
