Should the government be relying on the people to change by themselves or force them to change?

Any government-mandated programs related to climate change will be costly and will take a long time for approval and inception. Climate change is an urgent but sensitive issue for the government to deal with. The President is aware of the need to improve the country’s energy policy and transportation sector, but forcing the public to conform to environmental programs could have negative economic and social side effects. The government’s role will probably be seen in changes to emissions standards, tax credits for green business, and other programs that should influence gradual change, rather than mandating radical change.
