No, this would present even more problems for the airline industry, which is already suffering due to the economic crisis and rising gas prices. More often than not, airplanes will have at least several empty seats. It would be unfair to regular travelers for the airlines to refuse a flight because the seats aren’t completely filled. This is especially true for flights to and from uncommon destinations, which are never filled to the max.
