Is shallow water oil drilling relatively safe?

Shallow water can be as dangerous if not more dangerous than deepwater drilling as it is usually much closer to the shoreline, where more wildlife can be affected. Also, “blowouts are more common in less than 500 feet of water…” In face, “the biggest spill ever in the Gulf occurred at about 160 feet.”
