WIthout hard data, it would intuitively seem like the Senate would be harder to pass a bill than the House of Representatives. There are many more representatives in the House and with only 100 senators, each vote seems to matter more. Especially now, with partisanship at its most virulent, it’s hard to get anything through the Senate. Not only is a simple majority hard to get but even with 60 filibuster proof Democrats in the Senate, even a loss of a couple of them means that the Senate could deadlock bills for a long-time.
