It is hard to say, because Scotland is part of Great Britain and the United Kingdom, and as such statistics consider the United Kingdom as a single country. According to numerous sources the UK is greener than Ireland. The Environmental Performance Index ranks the UK 14th with a score of 86.3, Ireland 34th with 82.7. Unfortunately it score isn’t broken down to individual countries. Currently however Ireland is 12% above their Kyoto protocol goal (http://www.renewableenergyworld.com/rea/news/article/2006/10/renewable-energy-in-ireland-to-triple-by-2010-46115). I would consider Scotland to be greener, it has a smaller population, and being part of the UK has better support for renewable energy and carbon reduction goals.
