Sand is formed through the weathering (or breaking down) of rock. Sand is primarily made up of quartz which is a very hard mineral, so it is the most common mineral present in rocks that takes the longest to be eroded and broken down.
Decomposition usually refers to the break down of organic matter, so it is an analogous process that is happening in rocks to make sand, but not quite the same.
