Is carbon emitting illegal anywhere?

    No, because then you wouldn’t be allowed to breathe! There are, however, limits in place on the amount of carbon that can be emitted, although these are probably not strict enough in the US. In other countries like Switzerland, Norway and Sweden they are doing a much better job of regulation (but they live less energy-intensive lifestyles in the first place — so in this respect they have a huge advantage).
