Considering that many participants grow roses solely for that event which requires large quantities of water that would otherwise not be used, then yes in some ways it is bad for the environment.
The floats in the Rose Parade do use a lot of flowers and flower parts. However, these plants are specifically grown for this use. One thing that may be bad for the environment is the exhaust from the vehicles that carry the floats. The parade moves very slowly and cars are releasing a lot of emissions. It would be great if the Rose Parade, and all parades, used hybrid or electric cars or horses to move the floats.
