Tornadoes are rated from an F0-F5 scale. F0-F1 is considered weak, F2-F3 is considered strong, and F4-F5 are considered violent. This is all based on the Fujita Scale of tornado intensity. This scale is based on the potential for damage, so size isn’t always necessarily the determining factor. Many times, speed has more influence than tornado size.
