A megawatt, like a watt on a lightbulb, is a measure of energy at any one point. Turn on a 60 watt bulb and it is consuming 60 watts. Leave that bulb on for an hour, and your power company charges you for 60 watt-hours.
So a 7,000 megawatt powerplant is producing 7,000 megawatts, continuously.
