I believe the opposite. The use of plastic bags is way more dramatic than use of plastic bottles. There are well established plastic bottle recycling programs everywhere. Many cities have placed designated bottle recycling bins in streets and public facilities. Recycling of plastic bottles has been effective. Many people are using reusable bottles and cups for water and coffee. In California, you have to pay an additional fee when you buy plastic bottled drinks and beverages. Plastic bags are harder to recycle. There are less collection and recycling facilities. The fact that they are provided here in most places for free worsen the problem because no one thinks twice about their costs.
