No. Clean water is a public good and no one should own water. If water is privatized during times of water scarcity it will become expensive and only the wealthy will be able to afford water, leaving everyone else to die, essentially. Water resources should be protected, preserved, and used in a way that benefits the greatest number of people, not only those who can afford it.
