There are 30 cities in the U.S. that have tool libraries. Some of them include
Berkley, Seattle, Oakland, Philadelphia, Atlanta, Buffalo, and Boulder. If you google “tool library” you’ll get several of these cities’ libraries’ web pages as results. Portland seems to have the tool library though with the most branches.
If you happen to be a student at UC Davis, you can check out tools to fix your own bicycle at the Bike Garage. I went there once in-between classes to replace the seat of my 1965 Raleigh 3-speed. I also needed a new mount, so they sold it to me for almost nothing. They held my student ID card while I checked out the tool.
