There are many different types of plasma, i dont have the best source (wiki) but it tells of the different types of plasma what they do ect.. But Lightning is a form of plasma and yes it is very dangerous. Also the definition was that Plasma is a gas in which only part of it is ionized.
Plasma is a state of matter, like solid or liquid, rather than a chemical. Since plasma requires a chemical to be very, very hot (lightning is hotter than the surface of the sun), plasma can be considered very dangerous regardless of the chemical.
