In some sense, yes. If you consider re-use a type of recycling it is even more likely to be that much more common. While less developed countries lack the infrastructure and technology to truly shred and reintegrate paper the way a recycling plant would, there are still ways to ‘pulp’ paper using basic mortar and pestle methods. It can then be turned back into paper, however these processes do not produce a very high quality paper. Switzerland is currently the world leader of paper recycling.
