Is the ozone layer thinning over the United States?

No, the main area where the ozone hole is thinning is the Southern Hemisphere, over Antarctica. It is being made worse (bigger) by the use of CFC chemicals (refrigerants/AC units) and some now say by global warming. The globally warmed layer of sky (called troposphere) is actually making a higher layer of sky (stratosphere) cooler, thus causing ozone depletion.  Scientists say the North Pole could start to thin as well. Countries threatend are: Australia, New Zealand, Argentina and Chile and possibly Alaska, Canada and areas of northern Europe.
