Out of three types of radiations(alpha, beta, gamma), which has the maximum ionizing power and why?

I don’t know enough about physics to answer all of your question, but I can tell you that the order of radiations from highest ionizing power to lowest ionizing power is gamma, then beta, then alpha.

I know that alpha and beta particles have mass and an electric charge, while gamma particles are made of photons and thus do not have any charge or mass.  This means that alpha and beta particles are more likely to interact with other atoms in their path and are less likely to deeply penetrate matter than gamma particles.  Whether this has anything to do with ionizing power, however, I can’t say for sure.
