Your tree may be suffering from die back, a condition which causes the willow to wither and die. According to the link below, your best option may be to cut out as much of the affected wood as possible, since die back can be fatal for small willow breeds. Do some extra research to make sure that you understand the problem entirely. No reason to cut off a large part of the tree if it isn’t necessary. Best of luck!
